Is Hulk Gonna be in New World Order?

With the Leader now confirmed for Captain America New World Order most people have been speculating: Is Hulk going to be in this film?

In the comics the New World order is Red Skulls H.Y.D.R.A universe with Captain H.Y.D.R.A, but with Leader now that could not be the answer. The only thing I think would work if the Leader formed a comic accurate Intelligencia with Leader, M.O.D.O.K (As he is going to be Quantumania) Egg Head and maybe Red Ghost and with the Brains/ Machines they make a portal to send Sam (Wilson) and Joaquin (Torres) to a universe were Captain America is H.Y.D.R.A kind of like in the Winter Soldier were Steve new Bucky but Bucky did not.

But know with Harrison Ford confirmed as Red Hulk it seems more likely that Hulk is in his film. So is he in it? No. Why, because Sam needs a challenge a true enemy to prove he is a great Captain America, not just a guy when a shield .
